What it does
Car Costs is your internal record of what you paid for each car — purchase price, prep and reconditioning costs, transport, anything you want to subtract from the sale price to see your real margin.

This data stays private: never on the public site, never in the read API. Even inside the admin, users without the Car Costs permission can't see it.
Why a separate permission
The person uploading photos and titles doesn't need to know what you paid. The sales floor doesn't either. Keeping costs behind their own permission means you can give people access to Cars without exposing internal pricing.
